Many experts believe that the world financial system includes significant flaws such as: shell corporations; tax havens; banking secrecy; and false transfer pricing. These flaws allow illicit financial flows that cause significant misery to ordinary people – particularly in developing countries. Most of these flaws are perfectly legal: the problem is that the laws establish a standard of behaviour that is well below the standard that The 4-Way Test requires.
These unethical transactions are often quite small - perhaps as little as a few hundred dollars - but they create much harm. Individual Rotarians can practice financial integrity in their own vocations and can spread a culture of financial integrity in their Rotary clubs, professions, and communities.
